Our advocacy priorities focus on preparing students for the state’s workforce need. We’re creating strong pathways from PK-12 to postsecondary education and increasing alignment across education sectors to the workforce.
E3 Alliance Legislative Agenda
The E3 Alliance legislative agenda is to champion policy that prioritizes improving education systems to enhance economic mobility, using data to inform policies and initiatives.
We’re committed to advocating for a comprehensive cradle-to-career education system that equips individuals with the skills and resources needed to thrive in a rapidly evolving workforce and society.
Educator Quality
- Review the impact and sustainability of strategies, programs and school district initiatives to address educator quality by improving educator preparation, recruitment, retention, and an effort to maximize professional learning to increase access to career pathways.
- Evaluate opportunities to improve the recruitment, preparation, retention and support of effective educators. Review the recommendations of the Teacher Vacancy Task Force and related legislative proposals from the 88th Regular Session and promising models like residency partnerships, apprenticeship pathways, and strategic staffing and compensation.
- Evaluate the impact of uncertified teachers in the classroom. Make recommendations to improve educator recruitment, preparation, and retention and to promote transparency for parents when schools employ uncertified teachers.
Dual Credit Expansion
- Study recommendations related to aligning high school credential-of-value programs with the higher education system. Provide more opportunities for earning credentials of value in high school aligned with blended/stackable programs leading to degree attainment, prioritizing high-demand fields.
- Study and review data highlighting the impact of dual credit on college, career, and military readiness (CCMR) and postsecondary success. Make recommendations to expand access to high-quality workforce preparation and credential attainment in high school to ensure Texas students have access to opportunities leading to a self-sustaining wage upon graduation or enrollment in higher education.
Multiple Measures
- To align the PK-12 and higher education definitions of college readiness, study the persistence and completion data related to multiple measure access and make recommendations to permanently include high school GPA as a readiness indicator for entry-level college coursework.
Early Literacy and Math Readiness
- Review the impact of embedded near-immediate interventions for students in need and empower families and schools across the state with more actionable information can build on Texas ‘innovative education policies such as HB 3 (86R) and HB 1605 (88R) supporting more students through high quality instruction.
- Ensure schools utilize evidence-based screening instruments to monitor students’ development of foundational literacy and math skills in kindergarten through 3rd grade and equip parents with reliable information about their child’s reading and math progress and high-quality resources for home use. Provide targeted reading and math interventions for students demonstrating literacy skill gaps and enhance public transparency and data on the implementation of the Science of Teaching Reading and high-quality math instruction.
